Guest registration & compliance glossary

Plain-language definitions of the Czech legal and industry terms accommodation providers run into most.

Accommodation register (kniha ubytovaných)

The kniha ubytovaných (accommodation register) is a register required by law of all guests accommodated in a facility, including arrival and departure dates — in Slovakia one single register, not two separate ones like the House Book and Registration Book in Czechia.

Channel manager

A channel manager is a tool that synchronizes availability, prices, and reservations across several booking platforms at once — it protects against double bookings but does not handle statutory records.

CR 1-12 report

The CR 1-12 report is a monthly statistical report on the number of guests and the capacity of the facility, filed with the Statistical Office of the SR by accommodation providers included in the Register of Accommodation Facilities.

DAC7

DAC7 is an EU directive on information exchange under which Airbnb, Booking.com, and other platforms have, since 2023, reported the income of accommodation providers to the tax authority.

eKasa

eKasa is the Slovak Financial Administration system for online recording of sales — what matters for an accommodation provider is whether you accept payment from the guest on the spot (in cash, by card, or by QR code), not which platform the booking came through.

Foreign Police (Cudzinecká polícia)

The Foreign Police of the Slovak Republic is the unit of the Police Force that receives reports on the stay of foreign guests from accommodation providers and enforces compliance with this reporting obligation.

Foreigner reporting (hlásenie cudzincov)

Foreigner reporting is the statutory obligation of Slovak accommodation providers to report foreign guests to the Foreign Police — within 5 days of the start of the stay, electronically through portal.minv.sk, in person, or by post.

GDPR for accommodation providers

The GDPR is the European data protection regulation that tells accommodation providers which guest data they may collect, on what legal basis, and how long they may keep it.

House rules (ubytovací poriadok)

The ubytovací poriadok (house rules) is a set of written rules of the stay to which the accommodation contract under § 754 of the Civil Code refers and on which the accommodation provider relies in a dispute with a guest.

iCal synchronization

iCal synchronization is the simplest way to connect booking calendars: a platform publishes an .ics link and another tool periodically reads the booked dates and reservations from it.

Identified person (VAT)

An identified person for VAT is a special, limited registration for tax under § 7a of Act No. 222/2004 Coll. that concerns taxable persons receiving a service from a supplier in another EU member state, where the tax is paid by the recipient — regardless of the size of the business.

Local accommodation fee (miestny poplatok za ubytovanie)

The local accommodation fee is a local tax per guest and night spent, which the accommodation provider collects from the guest and remits to the municipality — the rate, exemptions, and deadlines are set by the VZN (municipal ordinance) of the given municipality, with no nationwide cap.

Online check-in

Online check-in is an electronic form in which the guest fills in registration data before arrival — the accommodation provider uses it to fulfil foreigner reporting, the accommodation register (kniha ubytovaných), and the documents for the accommodation tax.

PMS (Property Management System)

A PMS (Property Management System) is software for managing an accommodation operation — it handles prices, availability, reservations, and communication; it typically does not handle the statutory records of a Slovak accommodation provider.

portal.minv.sk

portal.minv.sk is the official portal of the Slovak Ministry of the Interior through which registered accommodation providers electronically file reports on the stay of foreigners — manually one guest at a time or by bulk XML import.

Short-term rental register

The short-term rental register is the nationwide register of accommodation units under Act No. 133/2026 Coll. — from 1 January 2027 a unit offered through an online platform must have a registration number, and existing hosts register by 28 February 2027.

Trade licence for accommodation services

A trade licence for accommodation services (živnosť) is the trade authorization needed by an accommodation provider who provides hotel-type services with the rental — cleaning, linen, check-in — repeatedly and with the aim of profit.

VZN (municipal ordinance)

A VZN (všeobecne záväzné nariadenie, generally binding municipal ordinance) is a legal regulation by which a municipality, within the limits of the law, regulates local matters itself — including the rate, exemptions, and remittance deadlines of the local accommodation fee.
