The Act on Residence of Foreigners in the Slovak Republic (404/2011 Coll.) is the main legal instrument obliging accommodation providers to keep a guest register (kniha ubytovaných) and to report foreign guests’ stays to the Foreigners Police.

Who has the reporting duty

Every accommodation establishment regardless of size — from a single Airbnb apartment to a hotel with dozens of rooms. The duty covers foreigners outside the standard EU/EEA regime; EU/EEA citizens in the standard case fulfil their own separate reporting duty toward the police themselves.

What the report must contain

The guest’s name and surname, date of birth, nationality, travel document number, start and end dates of the stay, purpose of stay, and the foreigner’s signature.

Filing deadline

The host must file the report with the Foreigners Police within 5 days of the foreigner’s accommodation (§113 — calendar days, not working days).

The guest register

The Act further requires keeping a guest register — a record of all accommodated guests including arrival and departure dates. It does not have to be kept on paper; a digital record satisfies the requirement as long as it is complete, accurate and producible on demand during an inspection.

Penalties for non-compliance

An unreported or incorrectly reported guest exposes the host to a fine of up to €3,300 per individual case. The offence can be prosecuted within one year of the authority learning of it, and no later than three years after it occurred.
